Overview

Ebill billing deadlines are on the 15th and the last day of the month at 11:59pm. All bills received in good order are processed and forwarded to the Office of the State Comptroller within 7 business days. The deadlines are extended to the next business day if any should fall on a Saturday, Sunday or holiday.

The policy of extending a billing cycle to the next business day when the deadline falls on a weekend or holiday does NOT change the monthly billing policy of one interim bill per assignment number (NAC) per month.

It also does not affect S116 billing deadlines with regard to reduction or rejection of Ebills.

  • Example: February 2021 end of month billing deadline fell on March 1 because  February 28 fell on a Sunday.

If an interim bill was to be considered a February bill for NAC monthly billing limits, it had to be submitted by 11:59pm on February 28.
Bills submitted on March 1 would be paid as part of the end of February billing cycle, but the bill would be considered March billing for NAC monthly billing limits.
So an attorney who submitted an interim bill on March 1 for February would not have been able to bill again on that NAC until April.
